Sorry, currently you can not. For making payment in USD (or any other currency except INR), you can not have India as your billing country. This is the restriction put by govt (RBI). However, if you got a billing address outside india then you can make payment using that address, but your payment method should be from out side India. Eg: you can not use India bank card or account or PayPal to make payment in USD. But if you out side India bank, card, PayPal etc, than you can use those methods by changing your billing address country to other than India.
